            The Board of County Commissioners met in regular session at 9:30 a.m. with all members and the County Clerk present.

 

            Madison Traster made the motion to approve the minutes of the October 7, 2003 meeting and the claims against the various funds of the county.

 

            Lance Babcock, Sheriff, requested approval to have a defensive driving course for his employees. He would like to hold the training at the fairgrounds. The commissioners approved his request with the provision that he confirms his plan with the building and grounds manager. Madison Traster made the motion to allow the Sheriff’s department to utilize vacation time in accordance to the regular hours they work. Gene Schwein seconded the motion and it passed unanimously. This policy will become effective January 1, 2004.

 

            Frank Goldsby, Public Works Administrator, and Tom Kramer, Road Foreman, met with the commissioners. Gene Schwein made the motion to allow the county road department to transport the commodities of the Mexican American Ministries for the people of Grant County. Madison Traster seconded the motion and it passed unanimously. Mr. Goldsby requested approval to purchase a computer for use by the traffic control officer for inventory purposes. The commissioners asked that he research the actual memory needs for the inventory program that will be used. After receiving the requested information, Madison Traster made the motion to approve the purchase of a Dell Computer 4600 series for use in the sign department not to exceed $899. Gene Schwein seconded the motion and it passed unanimously. Discussion was held on a possible shoofly for the bridge project. Mr. Kramer reported that water resources said if the landowner benefits from the shoofly, there would be no need for another permit. The estimated cost to construct the shoofly is $35,000. A decision on this was tabled until a later date. Mr. Goldsby presented a proposal from Kirkham Michael to inspect the county’s bridges. Madison Traster made the motion to approve the bridge inspection proposal at a cost of $56 for each pertinent bridge at a total not to exceed $616.00. Gene Schwein seconded the motion and it passed unanimously. Mr. Kramer presented his plan for snow removal on county parking lots. The commissioners authorized Mr. Kramer to talk to the various departments regarding the snow removal plan.

 

            Rita Gee, Treasurer, presented information on delinquent personal property and real estate.

 

            The commissioners agreed to reimburse the museum for the cost of installing new overhead electrical service. The total to be reimbursed is $1,221.92.

 

            The commissioners adjourned to meet again in regular session on November 4, 2003.
