Grant County Local Emergency Planning Committee

Minutes

 

Don Button called the meeting to order at 11:33 AM with 10 members present. Members present were Alfred Baker, Jeff Baier, Don Button, John Crosby, Jerry Jo Deckert, Richard Everett, Kristy Frazee, Frank Goldsby, Nahum Manzano, and Randy McCauley.

 

Jerry Jo Deckert made a motion to accept the minutes to the last meeting. Motion Seconded by Randy McCauley.   Motion carried.

 

Sixty-six people attended the National Weather Service Storm Identification and Spotter Training on March 6th.

 

Don talked about the Tier II Reports that had been received and are stored at the Emergency Management Office.

 

Don talked about hazardous material spills that happened in the county, that were not reported to the LEPC.  They need to be reported to the Kansas Division of Emergency Management, Kansas Department of Health and Environment, Kansas Corporation Commission and your local Emergency Management or Local Emergency Planning Committee. 

 

Events coming up are Pioneer Electric and Pioneer Communications Health Fair and Annual meeting on Saturday March 17, The Local Emergency Planning Committee Conference in Salina April 2-4th, and the Emergency Management Support Association of Kansas.  Gray County is also holding an IS 300 Class April 23 and 24 and an IS 400 class on May 21 and 22.

 

Our Local Emergency Operation Plan (LEOP) is on the web at NetEOP. The state is discontinuing NetEOP and our LEOP will now be hosted by Bold Solutions.

 

The state has set up a planning meeting for July 31 and August 1 in the South Room of the Grant County Civic Center to look at the new planning standard and our LEOP.

 

A workshop was held to look at the changes that need to be made to our Local Emergency Operation Plan to reflect the new Kansas Planning Standards.  We compared the current plan, to the new planning standards and the new format to assist in updating our county plan.  We looked at the basic plan and ESF 1 and ESF 2 at this work shop.  We discussed what needed to be added, deleted or changed. Don also passed out copies of the ESF 3, ESF 4, ESF 5 and ESF 6 to the primary and support agencies for the next workshop.

 

Richard Everett advised Grant County will be doing a Community Health Needs Assessment.  A focus group needs to be set to attend a conference on how this needs to be done.  All the counties in Southwest Kansas have to complete this assessment.

 

Nahum Manzano stated they are preparing for the change of ownership from BP to the Linn Energy.

 

Kristy Frazee state everything is going good at the Health Department.  School enrollment is coming up and the Health Department will be at the Health Fair.

 

John Crosby stated things have been slow at the Fire Department but they continue to conduct training.  Traffic will be picking up with the Wind Farm construction starting.

 

Jerry Jo Deckert state they have completed lots of CPR and First Aid classes.  A class for Road and Bridge will be coming up in April.

 

Randy McCauley stated they are building up roads and getting ready for the wind generator traffic.  The designated route is US 160 at this time.

 

Next meeting date is April 19 at 11:30AM.

 

Motion to Adjourn was made by Kristy Frazee. Motion seconded by Jeff Baier.
