Grant County Local Emergency Planning Committee Minutes

 

Don Button called the meeting to order at 11:37 AM in the Commissioners? room of the Grant County Courthouse with 8 members present and one guest.   Those present were Alfred Baker, Richard Banes, Don Button, Jerry Jo Deckert, Richard Everett, Roger Gardner, Frank Goldsby, Carolyn Henry and our guest David Younger.

 

Jerry Deckert made a motion to accept the minutes to the last meeting as read.  Motion Seconded by Frank Goldsby.   Motion carried. 

 

Don opened the meeting with election of officers.  Jerry Deckert made a motion to keep all officers as they are and elect them by acclamation.  Frank seconded and motion carried.

 

The Kansas Planning Standards have been approved. We will be going thru our Emergency Operation Plan (EOP) and make sure they meet the requirement in the Planning Standards.  Don gave out copies of the Basic EOP and the planning standards for everyone to look over.  We will discuss these at a workshop at our March LEPC meeting.  If people would rather look at them on line we can set them up with a password.

 

Emergency Management has been working on getting passwords set up or putting in the information for the departments for the identification cards.  Jerry Deckert stated the EMS training for the transition is up in the air for now. EMS will wait until later for the ID cards.

 

Available trainings are the National Weather Service Storm Identification and Spotter Training on March 6th at 7:00PM at the Grant County Civic Center and the LEPC Conference in Salina April 3rd to 5th at the Ramada Conference Center.  You can register for the LEPC conference on Kansas Train. The EMSAK (Emergency Management Support Association of Kansas) conference is March 29th and 30th with pre-conference training on the 29th.  A Public Information Officer class is being held in Liberal on January 24th and 25th.

 

The state is working on a new Target Capabilities Assessment. This will be set up for counties to measure local capabilities.  This tool will help with future planning, training, exercising and equipment needs.

 

The Tier II reports are beginning to come in and we will continue to receive them until March.

 

Alfred Baker stated CERT is setting up training for the year.  We had Psychological Health on Monday January 16 and will be setting up Hazmat Awareness and CERT classes soon.

 

Carolyn Henry said American Red Cross has Psychological Health classes also. It is a very good class for all responders to complete.  Carolyn asked Don if he had any exercise set up. He has workshops set up to work on the Emergency Operation Plan. 

 

Richard Everett talked about The SHERT hospital group has an exercise set up for June 14 at the Clarion in Garden City for all responders in the 18 counties in the Southwest region.

 

Jerry Deckert talked about CPR training for the schools and industry. She also talked about the transition classes.  They are waiting for the state to get all of the new standards set for the EMT-I to the EMT-A

 

David Younger, the assistant superintendent of USD 214, talked about the radio systems that have to be narrow banded by January of 2013.

 

Don Button, Jerry Jo Deckert, and John Crosby are going to Fowler on January 24 to look that their Dome Structure.  We are looking at doing a similar project for EMS, Fire and Emergency Management.
