Grant County Local Emergency Planning Committee Minutes

 

Don Button called the meeting to order 11:35 AM with eleven present, Don Button, Alfred Baker, Richard Banes, Vivian Button, Jerry Jo Deckert, Richard Everett, Roger Gardner, Frank Goldsby, Danny Law, Nahum Manzano and Janet Thomeczek.  

 

Jerry Deckert made a motion to accept the minutes to the last meeting.  Motion Seconded by Alfred Baker.   Motion carried.

 

It is time for elections. Officers are Don Button, Chair, Alfred Baker Vice-Chair, and Vivian Button secretary. Jerry Deckert made a motion to keep the officers as is. Motion seconded by Richard Everett. Motion carried.

 

Our Mitigation Plan has been approved. The County and City need to pass resolutions to accept the Mitigation Plan. 

 

National Weather Storm Identification and spotter training is scheduled for March 8, 2011 with the state tornado drill on March 8th.

 

Upcoming trainings are G15.a -Special events Contingency Planning February 22-23 Hays; G300 -Intermediate ICS Feb 22-23 Meade, March 8-9 Wichita, March 15-16 Salina: G400 -Advanced ICS March 3-4 Scott City, March 16-17 Salina, March 23-24 Meade, May 3-4 Goodland, May 10-11 Wichita: MGT 317 -Disaster Management for Public Service March 29-30 Dodge City; PER 211 -Medical Management of CBRNE Events April 12-13 Hays; IS 288 -The Role of Volunteer Agencies in Emergency Management, Russell March 30; and EMSAK Conference March 31 ? April 1 Russell.

 

Pioneer Electric and Pioneer Communication?s Health Fair is scheduled for March 26.

 

Regional FAD Project will be sending out a survey, doing workshops in each county, developing a plan and introduce the plan holding meeting in 6 locations and then conduct 3 table top exercises.

 

Still like fourteen 800 MHz towers in western Kansas having them all digital. Seven regions have agreed to help by memorandum of understanding ½ of the 3.5 million to finish tower from the 2011 homeland security funds. The Stevens tower should be up this year.

 

Jerry Jo Deckert talked about a KDHE grant to the Board of EMS for $60,000 and they are going to give $12,000 to each EMS region.  At the region they discussed using the funds to help with the 800 MHz towers.

Roger Gardener talked about Pioneer Communications working on putting the new fiber optic cable.

 

Nahum Manzano talked about BP hoping to drill wells this year.

 

Alfred Baker gave an update about the Community Emergency Response Team (CERT) Meeting.

 

Danny Law from Pioneer Electric talked about the law as it applies to the large loads coming thru town and moving electric lines.  By law the companies are suppose to get Pioneer Electric notice so they can help them thru town without damaging lines.  Pioneer Electric is concerned about someone getting hurt.

 

Richard Banes Jr., the new building inspector, is getting oriented to the job.  He stated if you are having trouble with sewers backing up, please contact the city first to make sure it is not a city problem. He talked about the difference between licensed and unlicensed contractors.

 

Jerry Deckert stated EMS had been busy with calls and CPR/First Aid classes.  EMS will not be at the health fair because of a training conflict.  They will be conducting a PHTLS (Pre Hospital Trauma Life Support) class that same weekend.  EMS will be providing Blood Sugar test at the Lions? Club Pancake supper.  The Lions? Club collects used eye glasses to help provide glasses for the needy.  Because diabetes can affect the eyes this goes along with their project.

 

Janet Thomeczek stated they have a new doctor, Dr. Appling, and a new physician?s assistant, Christine O?Conner at Ulysses Family Physicians.  The hospital has purchased two stair chairs.  The hospital needs to conduct an exercise this year to meet requirements.
