                Marty Long, Carl Higgs and Madison Traster, Board of County Commissioners met in regular session at 9:00 a.m.   The County Clerk Sheila Brown was also present.

 

The monthly department head meeting was held with the following in attendance:  Mary K. Sullivan, Register of Deeds; Randy McCauley, Road Department Administrator; Tom Fuhrmann, County Appraiser; Lance Babcock, Sheriff; David Graber, Transfer Station Manager; and JD Neufeld, Civic Center Manager.  Randy Parks, Pastor from the Celebration Baptist Church, led with prayer and the Pledge of Allegiance.  This being the last commissioner meeting for Madison Traster, he expressed how much he had enjoyed this time as a County Commissioner and thanked everyone.

               

Marty Long made the motion to approve the minutes of the December 21, 2010 meeting, and the claims against the various funds of the county. Madison Traster seconded the motion, and it passed unanimously.

 

Marty Long made the motion to appoint Lynette Metcalf as Interim Health Department Administrator until the position is filled and to give her a $2.00 an hour increase to compensate for the additional duties.  Madison Traster seconded the motion and it passed unanimously.

 

                Scott Selee, Southwest Kansas Local Environmental Planning Group Director met with the commissioners.  Mr. Selee presented information on the environmental protection program and explained the money they received from a state grant had been reduced and will not cover all expenses this year.   Each of the counties in the SWKLEPG program area will be asked to assist in the shortfall.  Mr. Selee requested Grant County contribute $2,000 to assist with the 2011 budget.  Mr. Selee suggested encouraging the Grant County Conservation District to participate in the landowner cost share program through the state for wastewater systems.  Marty Long made the motion to appropriate $2,000 with this accounts payable for additional funding to this worthwhile program.  Madison Traster seconded the motion and it passed unanimously.

 

Marty Long made the motion to recess into executive session for 10 minutes to discuss non-elected personnel.  Madison Traster seconded the motion, and it passed unanimously.  After 10 minutes, the meeting continued in open session.

 

Marty Long made the motion to recess into executive session for 20 minutes to discuss financial matters pertaining to the county.  Madison Traster seconded the motion, and it passed unanimously.

 

Sheila Brown, County Clerk discussed her accumulated vacation, personal and sick leave.  Madison Traster made the motion to pay Sheila Brown for accumulated sick, vacation and personal leave as a result of an employee status change.  Marty Long seconded the motion, and it passed unanimously.

 

Randy McCauley, Road Department Administrator explained that his $6,100 purchase of 9" signs with 6" lettering is 911 address signs to meet State and Federal 911 requirements. Mr. McCauley presented a road crossing permit; it was reviewed and approved by the commissioners.

 

 

The commissioners recessed for lunch at Park View Assisted Living with the Hospital Board Trustees.  Those attending from the hospital were:  Administrator, Art Fable; Board Members, Dr. Mark Gerstberger, Mary Moyer and David Higgs.  General discussion was held.

 

                Marty Long made the motion to adjourn at 1:30 p.m.  Madison Traster seconded the motion, and it passed unanimously.
