LEPC Meeting Minutes
Al Baker called the meeting to order at 5:00 PM with 9 members present. Members present Al Baker, Todd Hampton, Jeff Bair, John Crosby, Rubin Flores, Roger Gardner, Sharon Phelps, Luis Sandoval and our newest member Keith Bryant with Grant County Feeders.
Jeff Baier made a motion to accept the minutes to the last meeting. Rubin Flores seconded. Motion carried.
Discussed the NETeop and the changes that have been taking place.
We talked about channel 10 information. We are trying to get some of the information in Spanish.
We looked at the After Action Report from the Foreign Animal Disease Exercise in October of 2006. We will set up a meeting with all of the Grant County players soon. Matt Mercer and/or Don Button will conduct this meeting. They are helping in Greensburg at this time.
We looked at some of the Incident Action Plans from Greensburg. We discussed donations and volunteers for the area. We were also reminded about how important communication is during any event. Whether planning or working the actual event, it is important to talk to each other and know what everyone is doing, so you do not have duplication of tasks. John Crosby talked about the two fire trucks Grant County donated to Greensburg. They also took bunker gear, boots and hoses from Kearney County.
Alfred Baker talked about the 45 day cycle the National Weather Service says we have been in the next 45 day cycle ends around June 1st.
Gary Hathaway came in and asked why we did not have any community storm shelters. We discussed the liability issues. Some one has to be available to open the doors 24 hours a day 7 days a week and people do not stay in the designated areas. A committee was set up to look into locations that would best serve the community and to talk to the owners and operators of these buildings. Churches, schools, library, several business buildings, and the courthouse were discussed as possible locations. Committee members are Jeff Baier, Todd Hampton, John Crosby, Alfred Baker and Vivian Button. Grant Funds were also discussed as to whether there were any available. The last time we checked the only funds available were for safe rooms in schools when they were building additions. Alfred Baker talked about buddy system. This is where if you do not have a basement, you find a person or two that has a basement and make arrangement to use their basement. Or if you have a basement you locate some of your neighbors that do not have basements and invite them to yours during a storm. He also talked about a flashing light system for homes and Mr. Hathaway talked about a flashing light system for a shelter so people would know it was opened.
John Crosby stated he would like to see a Community Emergency Response Team organize in the county. The Fire Department and Emergency Medical Services are stretched pretty thin with normal operations. In an emergency or disaster we will need additional people.

The meeting was adjourned at 7:25 PM. Rubin Flores made a motion to adjourn and Jeff Baier seconded.

Tentative dates: July 19, August 16, September 20, October 18, November 15, and December 20.
