LEPC Meeting
Members attending were Richard Banes Jr., John Crosby, Jerry Jo Deckert, Randy McCauley, Al Baker, Sharon Phelps, Toni Irvin, and Don Button.
Don Button called the meeting to order at 6:05 PM.
Richard Banes made a motion to accept the minutes to the last meeting with a correction. The correction was the Health Fair was March not May. Jerry Jo Deckert seconded. Motion carried, minutes were approved. Richard said during clean up week the City would be taking batteries.
Information requested at the last meeting, during the Ice Storm, KULY had some electrical issues other than just the power being down.
Randy McCauley stated FEMA came back out and added at least 86 more miles of eligible roads. Road and Bridge is working on elevating roads and trying to get them back to normal. They worked very hard trying to keep roads open on April 13th and 14th. They were out to 10 PM on the 13th. Road and Bridge has setup some priorities for EMS, Fire and the Hospital. FEMA added 3 additional projects 2-Category C and 1 in Category E.
Don Button handed out the HSEEP (Homeland Security Exercise and Evaluation Program) training manuals. He will be setting up a one-day training.

Five County Health Department Table top Exercise on May 16th from 10 AM to 2PM in Hugoton. We need representative from Fire, EMS, EM, PIO, Commissioners and Health Departments to attend this exercise. Jerry Jo stated EMS would have 1 or 2 attending.
Don did an overview of the After Action Report on the Foreign Animal Disease Exercise. Need to get all of the departments involved to go over the report.
Al Baker stated Columbia Chemical is getting back in service after the December storms. There was a lot of damage with processing taking time to repair.
Sharon Phelps and Toni Irvin talked about the POD Exercise all Health Departments have to have this year. The Health Department has done many offsite flu vaccine workshop and these will work for this exercise. Anita is completing the paperwork.
Richard Banes talked about the City Lake Project being on hold because of the weather. The Rely for Life will be held on June 22 at the Prairie Wind Park formerly the Swimming Pool Park.
Jerry Jo Deckert stated EMS had been very busy all year but it was beginning to slow down some. They held Helicopter training last Saturday with Midwest Life Team out of Dodge City. They worked on setting up guidelines and Protocols for EMS, Fire and LE.
Susan Tusher held HIV Training on April 17. Friday and Saturday April 20 and 21 EMS will host an ACLS class.
The Firefighter 2 class has been postponed until after the Firefighter 1 class concludes.
A Firefighter 1 class will start April 23 and will meet Mondays and Wednesdays from 6 PM to 10 PM with some Saturdays. They have 13 signed up, 7 locals and 6 from out of town.
Don Button talked about the CEDAP 2007 (Commercial Equipment Direct Assistance Program) and what was available and how to apply. The State of Kansas is talking about setting up Regional Training Facilities across the state.
Discussed FDA’s latest recall items.
The next LEPC Meeting will be May 17 at 6:00 PM.
