            The Boards of County Commissioners of Grant County, Stevens County, Morton County and Stanton County met in special session at 9:00 a.m. at Memorial Hall in Hugoton, Kansas. All Commissioners from the four counties were present. Pam Bensel, Stevens County Clerk, and Linda McHenry, Grant County Clerk, also attended the meeting. The purpose of the meeting was to work on the four county consortium plans.

 

            Madison Traster, Grant County, informed the group that the Interlocal Agreement that was distributed to everyone on January 24, 2007 has tentative approval from the Kansas Attorney General’s Office.

 

It was the consensus of the commissioners to have their local attorney’s review the Interlocal Agreement before approving it.

 

            Discussion was held on the contract with Pinegar, Smith and Associates. There was concern about the cost expressed several times. It was explained that all the research, writing, promotion and getting people to testify for the proposed legislation will take a lot of time. Martie Floyd, Stanton County Commission, said John Pinegar told him there would be other things done if requested, such as research on other issues.

 

            Grant County - Carl Higgs, made the motion to approve the contract with Pinegar, Smith and Associates for professional services. Madison Traster seconded the motion and it passed unanimously.

 

            Stanton County - Shannon Dimitt made the motion to approve the contract with Pinegar, Smith and Associates for professional services. Martie Floyd seconded the motion and it passed unanimously.

 

            Stevens County – Dave Bozone made the motion to approve the contract with Pinegar, Smith and Associates for professional services. O.D. Littrell seconded the motion and it passed unanimously.

 

            Morton County - Bob Boaldin made the motion to approve the contract with Pinegar, Smith and Associates for professional services. Allen Tucker seconded the motion and it passed unanimously.

 

            It was decided that at the next 5 county meeting, Hamilton County will be told about the four county consortium.

 

            The decision was made to meet again on February 8, 2007 at Hugoton.
