GRANT COUNTY CEMETERY

Chairman Darrin Figgins called the meeting to
order in the Commissioner?s Room of the Grant County Court House at 12:00 p.m.
Election of Board Member. Chairman Figgins
welcomed the public and explained that one position is open and needs to be
filled by election. He offered the opportunity for interested persons to voice
their qualifications. Bobbi Higgs expressed her interest, and Steve Higgs
nominated her for the position. Kathy Olson nominated Keith Wood. No other
nominations were made, so the nominations ceased and a vote was taken by paper
ballot. Chairman Figgins counted ballots and declared Bobbi Higgs as the new
board member with 19 votes. Keith Wood had 2 votes. Bobbi Higgs assumed her
position on the board to fill the unexpired term of Kathy Olson.
The minutes of October 10, 2014 were approved unanimously
upon motion by Cecil Simpson, second by Mary Sullivan.
Financial reports for 2014 including the 4th quarter check
register and budget report were reviewed and approved following motion by Ronald
Craft and second by Cecil Simpson. Final bills for 2014 will be paid before
2014 amounts are final.
Sexton Report: Sexton LaFever reported that
everything is OK. He will need the new filter to be operational in order to
water when the algae gets bad, just like last year. Mowers are fine. He trys
to keep them 5-7 years and the oldest one at this time is 3 years old.
Filter System. The filter is being housed by
the City and Ruben is working with their engineer to determine design of the
building for the filter. It will be an addition to the city building and will
be on city property due to need to return waste to the sewer lagoon. The
building and concrete will be paid for by the Cemetery. Plans are to have it
operational by spring.
Water Rights: Additional information has
been submitted to the state and review of the application is ongoing.
Lattimore Monument: Darrin Figgins reported
that the stone has been resurfaced, recut and is in Garden City.
Personnel Policy. The policy review was
tabled to give time for review by the new board member.
2014 Audit Proposal. A proposal from Dirks,
Anthony and Duncan was reviewed. The letter of engagement is for completion of
the 2014 audit for $2,900. Board Members agreed to continue having an annual
audit even though it is not required by statute. Prior efforts to obtain
competitive bids have not been successful and the only bidder has been current
firm. The proposal from Dirks, Anthony and Duncan was accepted by general consensus.
2015 Wages. Chairman Darrin Figgins called
an executive session for 10 minutes, upon motion by Cecil Simpson, second by
Bobbi Higgs, for the purpose of discussion of non-elected personnel. The board
decided by general consensus to increase the Sexton wage by 2%; Secretary by 3%
and hourly seasonal employees will be increased from $12.36 to $14.00 per hour.
Land Discussion: Cecil Simpson moved, Bobbi
Higgs seconded, to go into an executive session for 20 minutes regarding land
acquisition. Motion carried unanimously. Chairman Figgins reconvened the
regular session after 10 minutes. No action taken.
There being no further business, Cecil
Simpson moved, Mary Sullivan seconded, that the meeting be adjourned at 1:20
The next quarterly meeting will be March 27,
