            The Board of County Commissioners met in regular session at 9:30 a.m. with all members and the County Clerk present.

 

            Marty Long made the motion to approve the minutes of the December 5, 2006 meeting and the claims against the various funds of the county. Carl Higgs seconded the motion and it passed unanimously.

 

            Certificates of Award for years of service were presented to the following: Loy Henderson and Kathy Schwarzer, 10 year certificates; Richard Bowen and Robert Russell, 20 year certificates; and Lance Babcock, 25 year certificate.

 

            J. D. Neufeld, Civic Center Manager, presented bids for the 1983 GMC flatbed pickup at the fairgrounds. Marty Long made the motion to accept the high bid from Charles McCauley in the amount of $315.00. Carl Higgs seconded the motion and it passed unanimously. Mr. Neufeld said he currently has 5 full time people even though there are normally 6 full time people in his department. He is thinking about hiring a part time person that might work into a full time position. He mentioned that he has a full time employee who is on social security and has to watch the amount of money he earns. He will talk to this individual about the possibility of working part time and then hire another full time person.

 

            Carl Higgs made the motion to transfer the unexpended balance of the various special funds to special funds as allowed by statute. Marty Long seconded the motion and it passed unanimously.

 

            Discussion was held on Penny Noyes request for office space in the old care home after the new facility is completed. The commissioners made no decision on what will become of the old building.

 

            Tom Kramer, Road Department Administrator, presented 3 road-crossing permits, which were reviewed and approved by the commissioners.

 

            Don Button, Emergency Management Coordinator, met with the commissioners. Unanimous approval was given for Mr. Button to serve on the Regional Incident Management Team. Vehicle quotes were reviewed. A decision on the purchase of a vehicle was tabled.

 

            Rita Gee, Treasurer, received approval for Debra Fort to carry one day of vacation into next year, since she was hired after August 31 last year and has not been able to use all her time before the first of the year.

 

            Bob Forsen, local designer, presented quotes for repairing the covered patio/carport at the DOVES house. Marty Long made the motion to accept the quote from Mark Anton to replace the   patio cover at the DOVES’s house for a total of $5,800.00. Carl Higgs seconded the motion and it passed unanimously.

 

            Stephen Shogren and Charles Boully, George K. Baum & Co., presented their credentials as financial advisors. They recommended the county contract with them for advice regarding the hospital bonds. The commissioners recommended that they visit with the hospital chairman regarding this. The commissioners said they were not opposed to the idea but wanted the Hospital Board of Trustees included in any decision regarding contracting for this service.

 

            Gene Pflughoft, Economic Development Director, gave an update on economic development activity.

 

            Tom Fuhrmann, Appraiser, reported that Stevens and Kearny Counties have been going through an IRS audit. The audit has determined that the appraiser is a part time employee and he will have to be paid through the county’s payroll. Beginning the first of the year, Grant County will pay the appraiser a certain amount through payroll.

 

            Marty Long made the motion to adjourn at 3:00 p.m. Carl Higgs seconded the motion and it passed unanimously.
